[arm-allstar] image download on dialup?

Looking to rebuild on a new Pi with the latest, Im trying to download 
https://hamvoip.org/RPi2/RPi2-3_V1.5rc19_Allstar.exe and it is 
creeping drastically slow (20KB/second???)
Im on a 200x15 connection, so I dont think its me.....
