[arm-allstar] Baofeng 888 mod power supply

There is now a 3.7 volt encapsulated car module available that would be
ideal for the Baofeng 888 power source if anyone is making that mod. I have
updated the Baofeng howto mod page at hamvoip.org to reflect this. The link
