[arm-allstar] Fatal Error

Yes, you should have the package needed already cached on your system. 
Try:

cd /var/cache/pacman/pkg
pacman -U hamvoip-misc-scripts-0.1-98.pkg.tar.xz

Once this completes, hopefully the admin menu will be repaired.
If you don't have this latest misc-scripts package in the cache for some 
reason, it can be retrieved from this URL:

https://hamvoip.org/arch/armv7h/hamvoip/hamvoip-misc-scripts-0.1-98.pkg.tar.xz
