[arm-allstar] Update not working

The fix is removing the offending file as Dave has explained. Just to
explain why this happened. If an update got interrupted it could leave a
file that would prevent further updates. This problem was corrected in a
late July 2017 update that adds code to delete the offending file if it
exists on subsequent updates. The problem is if you had or have an
interrupted update and you have not updated since late July 2017 you could
find yourself having this problem. The fix is easy and the problem is rare
but could happen. This is why it is important to perform updates!!! Anyone
who has updated since the last week of July 2017 should not have this
problem even if an update gets interrupted.
There has been 75+ updates since the V1.5 code was released about a year
ago. These include feature enhancements, general improvements, and bug
fixes. If you are not doing updates you are missing out on many Allstar
code improvements!
