[arm-allstar] Playing Newsline on Allstar Pi3

Steve,

You cannot have duplex=0 on the remote nodes. That would turn off the
incoming telemetry. I don't think telemdefault matters. I know =2 works. I
never turn it completely off so can't answer for =0. The default for the
hamvoip code is =2 and all the users generally do not change that and it
works for hearing global playback.
