[arm-allstar] Playing Newsline on Allstar Pi3

'rpt playback' is global and if playnews is invoke without any option it
assumes global. You can put an L or G at the end to force one way or the
other. I use this two nights a week to send out both the ARN and ARRL news.
Here is one cron example -

# Weekly playing on ARN news
30 20 * * 0 /etc/asterisk/local/playnews/playnews-0.12 ARN 21:01 27225

Notice I have left off the 'G' at the end which assumes global. If you run
playnews manually - 'NOW' for time you will see what it is doing. You have
the option when running it manually to start it by hitting a key or cntrlC
to kill it.

If the (global) playback command is working with Allstar playing a file it
will work with playnews as it is the same command that is used.

I have been using playnews for years twice weekly playing to 50+nodes and
probably many more indirectly connected nodes. This is NOT in any way
specific to any version of Allstar.
