[arm-allstar] Broadcastify setup issue

Hi Tony,

Part 97 only applies to RF and you're correct---hams can NOT broadcast 
or retransmit most stuff over RF..

Broadcastify sends the audio out via the Internet, no RF re-broadcast 
occurs. So, part 97 isn't applicable.
