[arm-allstar] Broadcastify setup issue

I've always wondered, please, how others justify a "broadcast" in view 
of the Part 97 prohibition of same,

Are such "broadcasts" prefaced with a "QST QST QST" to address the Tx to 
all stations within range, or is that somehow just implied and accepted 
anymore?
