[arm-allstar] Node dropping packets

I have attached a usb power "meter" inline, and the times I've looked to
it, during bad network performance times, it has never peaked above .5A.
Never. I'm assuming that the node isn't power starved. I'm feeding it with
a 2.1A supply. I'm not saying you are at fault, I'm giving you my
observations and hoping you can help in figuring out what might be wrong.
Not everyone has a kick butt connection to the Internet. Some have better,
but they are dealing with the same thing I am with a worse connection.
