[arm-allstar] interconnection to other services/modes

Agree that permission of the node operator should be acquired before cross
mode connecting with DMR, C4FM, D-Dtar, Free-DV.
Our repeater organization installed a new UHF DMR repeater system in 2017.
It works fabulously, we are regularly achieving solid communications thru
this repeater with portable and mobile transceivers into deep terrain with
low power levels which are not possible with analog repeaters operating
from the same site. Because of this performance we have a private Allstar
node on our DMR machine, however we only use this cross mode link for
simulated emergency testing (or real emergencies if needed), supporting
local bike or foot race comms, and we do not link it to other nodes outside
of those our repeater association operates on it's other machines. The
sound quality of modes like DMR, C4FM and D-Star simply sound poor to some
folks, just like many peoples "ears" do not like the sound of DSP on some
HF radios. I personally do not mind it, however like a loud fan that's been
running in the background for hours, it sometimes feels SO good when it
shuts off...
