[arm-allstar] interconnection to other services/modes

It has come to my attention that there seems to be an up-tick in attempts
at interconnection between other services and modes to Allstar. In
particular the digital RF modes. Whether you agree or not the fact is that
no digital RF mode comes anywhere near the quality of Allstar. Even
Echolink which most of us tolerate is superior quality than the digital RF
modes. While we certainly don't want to stop experimentation please be
aware that many existing hubs do NOT want interconnection to these poor
audio quality modes. So please ask before doing any interconnecting. Most
of us don't want to hear bad audio on the Allstar network. We work very
hard to improve and take great pride in the audio quality of Allstar. It is
a shame the digital RF modes are a step down in that quality.
