[arm-allstar] Question to those using Echolink

The only issue we've had is it keeps getting locked in TX mode when one
particular user tries to use it and the repeater gets stuck in a useless
TX-only mode.  We asked him (regretfully) to stop using it and it's been
fine since then, but it does make me a little nervous.
