Been there, done that.

At one of the facilities we maintain there is a Netgear switch that locks up
maybe once or twice a year.  The link and activity lights appear normal, but
it won't pass any frames.  It's not my hardware, and the owner is not
interested in replacing it even though it would be cheaper than paying us
each time it fails.

We have a silly rule-of-thumb when it comes to IT hardware at repeater
sites:  "No Staples-Grade Infrastructure."  In other words, if it's
something you can walk into an office supply store and buy cheap, avoid it.
Granted, not everything you can buy at an office supply place is junk, but
you get the idea...
