[arm-allstar] Can't do updates Pi3

Tony,
This was a case that should not happen any more but in Ron's case he had
started an update long ago and then put it aside. The code he had was old
and prior to a July 2017 release we had not deleted the pacman lock file at
boot. This caused a condition where you could not update. This was
corrected at that time but since he was using an old version and it
probably got interrupted it had a lock file and the code he had would not
delete it on boot. The answer was to delete in manually and the update
continued normally -
m -f /var/lib/pacman/db.lck
It is unlikely this will happen to anyone again but if it does it is an
easy manual fix.
