[arm-allstar] User Record/Playback DVR Function (Signal check)

I have this working on our test node now using function 66.

One thing I noticed: the courtesy tone plays without waiting for the parrot
to finish.  This is not ideal.
Perhaps I'm missing something or could make this work better with a more
complex macro?
