[arm-allstar] TX CTCSS Control

Having an issue with TX CTCSS Control and I'm not sure yet if it's a
software setting or a hardware issue.  

In the rpt.conf of one of my nodes, there is an entry of "itxctcss=1".  My
other node does not have this entry.  

I don't see an option to add this in the SimpleUSB setup menu, so I'm not
sure how it got there.  I assume "itxctcss=1" enables TX CTCSS Control; is
there anything else I need to know about it?
