[arm-allstar] New HamVoIP registration system

Hi Everyone,

The last 2.5 days have definitely been eye opening for AllStar users. As a
result, I've fast-tracked the new HamVoIP registration system. While not
all the features are yet up and running, the critical core functionality
is working smoothly. It's lightning fast and should tolerate extreme 
levels of utilization without even breaking a sweat.

I have the required software updates in alpha test right now, while I 
add a little more polish to some remaining administrative scripts.

I expect a full release in the very near future, including support for 
legacy users.

For now, it you happen to be one of the "blacklisted" users from the
AllStarLink registration server or if you're continuing to see connection
problems, please contact me ASAP. I'll work on getting you back on-line
first.
