NO,  you only have nodes listed in the extensions file for THAT server.
Remove the other one in each that you put in.

It should look like this -

48166:
[radio-secure]
exten => 48166,1,rpt,48166
exten => 1999,1,rpt,1999

48656:
[radio-secure]
exten => 48656,1,rpt,48656
exten => 1999,1,rpt,1999
