[arm-allstar] PL decoder turn off delay epilog

I'd like to thank Doug for his diagnosis of our problem with using internal
PL decoding on our Yaesu DR1-X repeater.   Special kudos to Jeff KD0QCN for
the early copy of his documentation on his implementation of interfacing the
DR1-X with the Comspec TS-64WDS - not having the microphone hangup line
grounded was driving me nuts and his information quickly showed my problem.

And honorable mention to Wade KC0MLT for an alternative solution that looked
very cool.

Our DR1-X is back online with external PL decoding and encoding.
