Danny,
Yes, adding an explicit DNS forwarder in the bind9 config is a good
solution to this problem. Ideally, the forwarders config would point
directly to the ISP's DNS servers, bypassing the local caching router, if
that's feasible. For example, the ISP might have several public DNS
servers which can be used---add them all to the bind9 forwarders config.
