[arm-allstar] vhf/uhf mobile for use with havmoip/hamlib

The CM series heat sink is a LOT smaller, you DO NOT want to
use it in a medium or high duty cycle, or in a high RF environment
(very little front end) but a CM300 will work as a channel-steered
remote base in a residential environment.
BTW I have a 4-channel CM200 in 438-470 MHz for sale.
