[arm-allstar] Pi3B+ image is released

The new image which works on all versions of the Pi including the new 3B+
is out on the hamvoip.org web page. In tests so far the Pi3B+ has worked
well and seems faster especially in its 1.4Ghz turbo mode. The cpu_turbo.sh
script works fine for the 3B+ putting it into the 1.4Ghz speed in turbo
mode. However be aware that you must use a heatsink and small fan cooling
when using it in turbo mode and a heatsink is suggested in general. The 3B+
has a heat spreader metal top which will ensure a better heat transfer.

The 3B+ also now has 5Ghz wifi and in general the wifi performance has been
improved.

This image includes a new kernel and other updated code. Current users of
non Pi3B+ will get this update in a few days in a downloadable update to
your current image so there is no reason to download unless you are wanting
to use the new Pi3B+.

The Pi3B+ is now readily available. Microcenter is selling them for the
standard $34.95 with the 3B's selling for $29.95.

For heavy users the 3B+ would be a good choice but for the average user not
needing 5Ghz wifi the 3B is still very adequate.
