[arm-allstar] Iaxrpt

I was wondering if anyone else was having trouble with iaxrpt? Since the
last update I gat kicked off every 45 seconds when accessing from my phone.
Also whenever I connect via my phone my repeater keys up. The app is not
keyed. I have to key the app and until key then my repeater will unkey.

I will be traveling the next couple of weeks and it would be nice to have
iaxrpt working.
