[arm-allstar] *71 not disconnecting all nodes

The function codes are all detailed in the functions howto at the
hamvoip.org web page.

*71<node#>   is the disconnect of a permanent node.  *73<node#> is a
permanent connect.
*76 is disconnect all.

This was changed many years ago to make more sense and is true on all
hamvoip images since day one.
