[arm-allstar] New playnews script

Hello Doug, attempted to run the ARRL news with new script this evening,
got the following error.

Resolving content.blubrry.com (content.blubrry.com)... 69.16.175.10,
69.16.175.42
Connecting to content.blubrry.com (content.blubrry.com)|69.16.175.10|:80...

HTTP request sent, awaiting response... 403 Forbidden
2017-09-11 20:23:02 ERROR 403: Forbidden.

Ran the ARN news with no problem. Thoughts welcomed! Thank you!
