[arm-allstar] Radioless Node

They are great for testing out app_rpt configurations, they are also
useful for connecting to existing nodes. e.g. I can have one on my
desk and connect it to my allstar-enabled repeater and use it like a
normal radio.

There are probably other uses as well =]
