[arm-allstar] Amateur Radio News Broadcast on Allstar Node

Not directly to a repeater but there are many repeaters connected to the
hub. It would make no difference if it was used on a repeater though. It
would work the same way.

If it is timeouts you are concerned with the script times out the file in
about 2.5 minute segments and breaks for 20 seconds in between segments.
