[arm-allstar] URI Problems

Hi Chris,

Try upgrading a second time, just to make sure you got the latest code. 

There was a TX audio level issue which some users observed in the 1.5.3-16 
release and it slipped through our beta-testing.. The latest is now 
1.5.3-17.

Otherwise, if you still have a URI problem, please reboot the RPi2/3 
computer.

After I updated a little bit ago and it rebooted. The USB URI is not comming back on. What happened. It was working fine before the update.
