[arm-allstar] Is there anything I can try, cellphone wifi hotspot, to help high jitter and dropped packets, during peak tower usage times?

If I get jitter and dropped packets on zoiper, directly connected to the
target node, then I will get bad performance with the pi and wifi hotspot.
I don't think trying android phone to usb rj45 adapter will help. If I have
problems at the source Internet hardware, it will pass it to all connected
devices. I cannot reduce the load on the cell tower. Is there an adjustment
on my pi that could be tried to see if it helps in making rx more easy to
understand?
