Bill,

 I do this all the time here. You need to connect using a startup marco.
Either end can do it but obviously not both. You decide which end is the
master so to speak. The startup macro would connect using *73xxxxx  I have
many local and remote nodes I want connected all the time and this works
well for me. If the primary (master) end goes down or reboots it
automatically reconnects. If the remote end goes down or anything in
between the master end will attempt reconnects until it can connect again.
A commented startup_macro line is in rpt.conf
