[arm-allstar] Echolink Connection Telemetry

I agree completely on Echolink being a nuisance. I only want it for a few,
very specific, applications if at all. I have it locked down and testing
the functionality now to see if it will work as intended.

Let me add, as a new user, the AllStar part has worked so flawlessly and
predictably, that I have no questions regarding it. Thank you for that.
