[arm-allstar] Remote node causing issues

I have two private nodes.  They are connected to BF-888 UHF radios via a
keyfob USB dongle.

The two nodes are connected via a hardware VPN. The two locations are on
either side of the US. Each node is one of many BF-888s in the area, all on
the same simplex frequency.

I have Allstar configured for half duplex.

Whenever I have the link up and I key up a radio, The local node radio
receives no issue. but when I let go of the key, the local node keys up
randomly on and off for a few seconds like the remote node is receiving.
Then all is quiet again.

Is the distance causing an "echo" of sorts? Is there a way to fix it?
