[arm-allstar] Update fix

The problem with cpu_turbo.sh has been fixed. If you updated at the
beginning of the week just update again. If by chance you used the script
it may have corrupted the file so it may not work even after this update
(turning it on does not result in turbo mode), In that case email me and I
will tell you how to fix it. Sorry for the confusion.
