[arm-allstar] Echolink custom greeting audio and text

I mentioned this before in a prior email. The problem is that any message
sent by allstar after a connection is either local or global. Because
global would have to be used for the connecting station to hear the message
ALL connected nodes would also here it which would not be a good thing.

You can use pre-connected  (early) audio but in my test it is limited to
about 5 seconds so you can't write a book but you could announce the node
title.
