[arm-allstar] txboost support in simpleusb

Hi Steve,

The simpleusb code doesn't have a txboost setting, usbradio does.

In most cases, it would be better to add an audio amplification 
stage between the CM1xyz audio output and the transmitter. The DMK and 
RIM products already have a optional gain stage included.
