[arm-allstar] RADIO_RELAX

Steve,

All versions of hamvoip code from the beginning have had it turned off by
default. It is a very rare case where it needs to be on and in most all
cases the necessity to turn it on can be solved by other means. With it on
the chance of voice "falsing" is greatly increased causing annoying audio
dropouts. We made it a run time option starting in 1.02beta and now in 1.5.
The command goes in simpleusb.conf or usbradio.conf

dtmf_relax=[0|1]   ; default 0 - OFF
