[arm-allstar] COS De-bounce

In version 1.5 simpleusb-tune-menu - rxondelay - it is set to 0 by
default. Values are 20ms, so 5 would yield 100ms.
Use the V option and watch the cos input vs. cos composite display when you
RF TX into your node. You will see the delay in input vs. composite if you
set it high enough. This delays COS by rxondelay value * 20ms.
