[arm-allstar] Weather Conditions standalone script

I have uploaded the modified script into my personal Git repo on Github.  It
can be downloaded with the following URL:

https://raw.githubusercontent.com/nq0m/allstar-scripts/master/say_wx.pl

For anyone who would like to experiment with this script in the meantime,
the following instructions *should* help you to install it.

1. Log into your node, use the "9" option to drop to the shell
2. Enter the command "cd /usr/local/sbin"
3. Enter the command "wget
https://raw.githubusercontent.com/nq0m/allstar-scripts/master/say_wx.pl"
4. Enter the command "chmod 755 /usr/local/sbin/say_wx.pl"
5. Edit the /etc/asterisk/rpt.conf file, and add a line similar to the
following:

883=cmd,/usr/local/sbin/say_wx.pl (wxid) (node-id)

Note I chose the 883 command to go along with the 880/881/882 of AutoSky -
you can choose whatever DTMF code you wish.  The wxid option can be anything
supported by the weather.sh script - either zip code, airport designator, or
WUnderground ID.

The script works great on both my currently active nodes, but no guarantees
on results for anyone else.

Doug, feel free to do any cleanup you might need - my edit job was quick, so
some of the indenting may be a little off.
