It means a connection cannot be established more than likely because the
other end has no path back to you. At the radio level this usually results
in a no connection message. The cause can be varied. It could be you have
not waited long enough for the other end to update that you are online (up
to 10 minutes) and receive your IP address and port information or it could
mean a bad path through the Internet for a myriad of resons. In cases of
static node routing it could mean a bad IP address or port was assigned.
In most cases it goes away once things are stabilized and both ends are
aware of routing information to each other.
