[arm-allstar] V1.5 Code update

A new update is out. The weather scripts have been updated and a fix to
show the correct version number. Update using the ADMIN menu item 1 whan
you get a chance.

The wx_condition.sh script no longer needs to be manually downloaded from
hamvoip.org. After the download it will be placed with the rest of the
scripts in /usr/local/sbin. Both saytime.pl and wx_condition.sh have been
fixed to correctly report 100 degrees.
