[arm-allstar] usb2 not active on Rpi3 server

I'm attempting to setup a second node on my server. Everything seems to be happy now except of course it doesn't work. 
simple-usb-tune allows me to select the second usb (usb2) but says "Device usb2 currently not active" when I do a View. If I do a lsusb I see both dongles... 
I've been following the "How To" by WA3DSP of 04/19/15
