[arm-allstar] echolink not starting

Doug,
The noload command is commented out.  Just seems strange.

Since there have been fixes in V1.5, I will upgrade in the next day or 
so and see how that goes.
I have been wanting to upgrade  but just have not got around to doing it 
yet.
