[arm-allstar] CW ID Speed

20 wpm is maximum legal for amateurs. Allstar minimum is 5WPM and maximum
is 20 wpm with 20 wpm default.
While the quality of the CW ID has been improved in V1.5 with the precision
timer a higher quality can be achieved by creating a sound file using a new
program in V1.5 called tomorse.
Type tomorse -h standard in is text and out is sound file. Output needs
to be run through sox to convert to 8khz ulaw. The resultant file would be
used for the ID. Of course a script could be written to do this.
