[arm-allstar] Echolink module fix

Hi Max and Everyone,
Doug and I found and resolved this issue with echolink tonight. This was
a long-standing bug that dates back to the ACID days, which would cause
the echolink module to fail to load when Asterisk starts.
To resolve this bug in version 1.5, please run the system update menu
item ("1 - Perform a System UPDATE") from the Admin Menu. Once the update
is complete, Asterisk will automatically restart. No reboot should be
needed.
Please give it a try-
