[arm-allstar] Playnews fix for ARN

This is hopefully a temporary fix but it will get the ARN addicts back on
the air!

Specify ARN in the command line as always but it now needs to have the file
news.mp3 in /tmp before it runs.  ARRL news runs as always.

To get the file into /tmp in Linux do:

I think this is the latest URL but if not substitute it for the above
writing it to /tmp/news.mp3 using the -O (letter O) switch at the end.
