Thanks, Doug.   I did have COS set to USBINVERT, so I changed that.  I was
already set up for simplex mode (I think).

In rpt.conf I have duplex = 1, and in simpleusb.conf I have carrierfrom=usb

But, the behavior is even more bizarre!  After making the change to
carrierfrom I restarted asterisk.  When I run the V option everything is
clear, but the radio is transmitting.  If I change COSFROM to USBINVERT and
then back to USB the radio stops transmitting for a moment and then starts
again.

Is it possible that I have COS connected incorrectly in the radio?
