[arm-allstar] Q-size

Hi Ken,

For the rxondelay parameter, once the hardware COS becomes active, the
channel driver simply starts counting 20mS audio frames, until the count
is greater than or equal to ( ">=" ) the value of rxondelay. Once the
number of frames is >= to rxondelay, the channel_driver asserts the
"internal" COS signaling, which gets passed to the app_rpt module. Any RX
audio during this window is effectively discarded.
