[arm-allstar] MDC encode/decode

Hi Stephen,

Yes, MDC1200 code is included in the V1.5 release, however it is tested 
only in a rudimentary way.

That MODEM and code is only a set of patches for the app_rpt module, not a 
separate application....If any major issues are found, we'll try to 
resolve them.
