[arm-allstar] Temp not saying "minus"

Barry,

 The problem was in the weather.sh script. It was truncating the minus
sign. I am attaching the script here for you to test. I think it should be
fine now. Will include in next update. It never goes minus here so had to
find a place where it was. Try zip 55731  - -13 right now!  weather.sh 55731

Copy this to /usr/local/sbin   and make sure it is executable - chmod 750
weather.sh
