[arm-allstar] Echolink Audio Levels

I am running a node on a Rasp Pi 3 and connected to Echolink.  When using Echolink from and IPad or Android phone or tablet the receive audio level is very low.  I have connected to the Echolink test server from the same devices and the receive audio is normal and about twice as loud as the level coming from the Allstar node.  All of the levels are good when connected to the node either using the Web Transceiver of dialing directly into the node.  Other echolink or Allstar users have good volume to each other, the low volume is only to user on the IOS or Android app.

 current setting for erxgain is -1 and etxgain is 4
